Question About FSI_MLS Table (Doc ID 2813830.1)

Qn1: Clarification about the INSTALLED_FLG column in the FSI_MLS table.
 
         select * from FSI_MLS where installed_flg = 1;
         US 1 American English
         INSTALLED_FLG value is set to 1 for US (MLS_CD) - American English.

Could we please get answers on following questions?

1.Why is INSTALLED_FLG set by default to US?
2.Could this INSTALLED_FLG be set for MLS_CD = 'GB' English (U.K.)? instead of 'US American English'?
3.If yes, could we just simply re-update INSTALLED_FLG column in FSI_MLS table?
4.Would there be other places in the database where such change shall happen? If yes, what are the tables?
