File Manager (FM) Issue While Uploading Files For The First Time Error "Actual Message :Error initializing vault: null Unable to create purge directory" (Doc ID 2813968.1)

Symptoms

ACTUAL BEHAVIOR
User is uploading a file, but the file is not getting uploaded.

FACTs
User is able to upload file attachments to the primary File Manager, but not the new File Manager setup as a Distributed File Manager (DFM)

ERROR
File Manager log file stdout.log, located under [Agile home]\Filemanager\logs shows the error:

*** File Manager Initialization failed ***
Reason :Uncaught exception thrown.null
Reason :Failed to initialize the vault.
 Actual Message :Error initializing vault: null
Unable to create purge directory :F:\AgileVault\purge


 The failure could be attributed to:
1. The Application Server is currently Unavailable
2. File Manager is not configured correctly - [Admin -> Server Settings -> Locations -> <File Manager Entry>
   -> File Manager Internal Locator] must EXACTLY match the above-mentioned File Manager URL
3. File Manager Entry has been DISABLED or the setting is incorrectly specified
4. ifsuser username/password may not be correct.

STEPS

1. Log into Web Client
2. Select an object
3. Select the attachments tab
4. Add file attachment
