Free Shipping Promotion based on Total Amount of Qualified Items Does Not Work with Order Discount Promotion

Often the times a free shipping promotion is needed for orders
that have order total greater than certain amount. However, such free shipping should not be given to orders that contains certain products such as gift cards that can inflate the order total in order for the shoppers to receive the free shipping promotion. To do so, the free shipping promotion can be specified as such
When order contains total spend >= $100 and not contains certain products (such as gift cards) and other conditions that are not the topic this article addresses. Let's name it as FreeShipping100.
You may have another order discount promotion such as when order total >= $100, get fixed amount of $20 off. We name it as OrderDiscount100.
The free shipping works perfectly until the order discount promotion is applied. For instance, if a shopper has total spend amount of $110 in the order excluding those disqualified items. The order is qualified for FreeShipping100. It's also qualified for OrderDiscount100. After applying OrderDiscount100, the order total becomes $90. However, FreeShipping100 is still applied. This is not what the merchant wants.
