Goal

Issue Description:

Invalid VVO_MASK entry in te_expressions in product_te_states.sql

product_te_states.sql has following entry:

INSERT INTO te_expressions
  (expr_key, left_side, operator, right_side, negate, description,
expr_usage)
VALUES
  (81, 'BITMASK', '&', 'OPT_MASK', 'F', 'OPT Event', 2);

whereas OPAL has:

INSERT INTO te_expressions
  (expr_key, left_side, operator, right_side, negate, description,
expr_usage)
VALUES
  (81, 'BITMASK', '&', 'VVO_MASK', 'F', 'Optimization Event', 2);

Trivial issue as OPAL overrides product but VVO_MASK is correct as there does not appear to be an OPT_MASK defined in Job.h or
TEExpressions.C in 2.4.0.1 code anyways. Thus product_te_states.sql should be updated.
