Downloading Items From Staging Based on Division Failing (Doc ID 2814494.1)

Symptoms

Downloading of items from stage tables by Division, Dept is not working. it fails with below error.
"Entity had already been deleted"

Steps to reproduce:
--------------------------
1- Login to RMS
2- go it items and click on download items from staging
3- click on Advance button
4- input division number and click on search
5- Error appears on the screen "Entity had already been deleted"

Also below error can be noted in the server logs.


oracle.jbo.RowAlreadyDeletedException: Entity had already been deleted.
  at oracle.jbo.server.OracleSQLBuilderImpl.doEntitySelectForAltKey(OracleSQLBuilderImpl.java:812)
  at oracle.jbo.server.BaseSQLBuilderImpl.doEntitySelect(BaseSQLBuilderImpl.java:555)
  at oracle.jbo.server.EntityImpl.doSelect(EntityImpl.java:9310)
