Stock Count Not Generated When Stock on Hand = 0 in RMS

Symptoms
RMS not generating Unit and Amount stock count when stock on hand (SOH) = 0 in RMS. Due to this, it is not possible to unit amount stock count on new items.
Steps To Recreate:
1.Pick one or more items
2.Make sure these fields are ZERO(0) in RMS in table ITEM_LOC_SOH: STOCK_ON_HAND, PACK_COMP_SOH, IN_TRANSIT_QTY, PACK_COMP_INTRAN, TSF_RESERVED_QTY, PACK_COMP_RESV, TSF_EXPECTED_QTY, PACK_COMP_EXP, RTV_QTY, NON_SELLABLE_QTY, CUSTOMER_RESV, PACK_COMP_CUST_RESV, PACK_COMP_CUST_BACK, PACK_COMP_NON_SELLABLE
3.Create a unit and amount product group in SIM with those items
4.Create a schedule for the next day
5.Wait one day
6.Run refeodinventory.ksh
7.Notice the items of step 1 are not in table ITEM_LOC_SOH_EOD
8.Run stkxpld
9.Notice there are no records in tables STAKE_SKU_LOC and STAKE_PROD_LOC of the stock count
10.Run SIM batch and perform the count in SIM by counting anything more than zero
11.Process STK*.dat file in RMS and notice all records in svc_stkupld_fdetl have errors
