Offset Request UI Hangs while Adding 3rd Bill To Request (Doc ID 2815210.1)

Facing database locks caused by UI Time Out/Hang for Offset Request.
It was determined that the lock happens after Offset Request BO is called for the fast update.

The issue can be reproduced at will with the following steps:
1. Checked locks in database. No locks seen;
2. Try to add 3rd bill into Offset Request -> Select bill in bottom of screenshot and click Add button;
3. Screen hangs;
4. Checked database locks. A row will be visible now after the screen is hang.
