Goal
Customer has requirement to submit the value of UNKNOWN (code 00) for tags REPORTERSTATE and REPORTERCOUNTRY both in R2 and R3 XML files for a Spanish case.
Error when UNKNOWN is entered:

Description Case 2211US000407 General error while creating
ICSR report. Value of element tag
[PRIMARYSOURCECOUNTRY] is Spain (Code ES). It
does not satisfy the condition [REPORTERSTATE]
