ACTUAL BEHAVIOR

RM Screen issue with Lock and Unlocking of program versions in "Program Version Details" window

When the "Program Version Details" has enough versions to need the scroll bar on the right this issue is most evident.
Also sort by lock doesn't keep row id's in sync with lock status.

1) if a program is locked or unlocked and the scroll is used it will remove the newly changed (checked or unchecked) status; but the table status is not updated.
  a) programs can be locked/unlocked many times causing the table lock # to increase multiple times and get out of sync.
  b) we avoid this by making a check box update then clicking to another folder and then back; this way the scroll does not update.

2) You cannot sort by locked versions and unlock/relock; the rowid seems to be mismatched in this case and does not work as intended. It would be nice if this worked when it's necessary to unlock all prod versions for packaging.
