Goal
Customer has requested that SMPP message concatenation for long Service Management System (SMS) notifications generated by Network Charging and Control (NCC).
If the message is larger than maxSmppShortMessageSize then the message payload via Tag Length Value (TLV) approach is used. There doesn't seem to be configuration available to force message concatenation, however. It is understand that if NCC receives a concatenated message then the concatenation can be maintained via Short Message Peer-to-Peer (SMPP), but there is no way to do this from an NCC generated notification.
