Billing Care Rest Is Not Starting in Cloud Native Setup (Doc ID 2815942.1)

Scenario:

Customer tried installation afresh as the 'bcws' (billing care web service) pod was not starting.
So deleted the domains and the PersistentVolumeClaims (PVCs) and reinstalled the 'bcws' from job chart, but 'bcws' job domain raised the below error:
"Could not get the server file lock. Ensure that another server is not running in the same directory. Retrying for another 60 seconds."
Customer tried with all the 'bcws' versions and issue is always same. The 'bcws' pod was not starting with the same error.
