Symptoms
Status Changing Actions are not visible for a User, when the Application is used in Spanish Language. It is visible only in the English Language.
If login to ECM Application, change Language to Spanish, navigate to Cases and Take Action: The status changing actions are missing.
Work Around is to login and use Take Action while in English Language, navigate to home screen and change Language to Spanish. In this scenario the status changing actions are present for Spanish users.

Steps to reproduce the problem:
login to ECM Application, change Language to Spanish, navigate to Cases and Take Action. The status changing actions are missing.
