PDC Webpage Setup Tab is not Accessible (Doc ID 2817879.1)

Goal

After login to Pricing Design Center (PDC) on 12.0 Patch Set (PS) 4, the user is able to access pricing tab, but not setup tab. When click "setup" tab, it is empty and also seeing error reported in server side
NOTE:
a. This is fresh installation of PDC on new domain for PDC, it is working fine before.
b. Weblogic version 12.2.1.4.0
