ReassignAllocations 'Allocations Do Not Equal 100%' Results In A System Error (Doc ID 2817973.1)

ACTUAL BEHAVIOR

Following an upgrade from V10.2.0.39 to V11.3.1, ReassignAllocations – Allocations Do Not Equal 100% edit is now a System Error.
In V10.2.0.39, the base code generated an OnProcessing edit "Allocations Do Not Equal 100%" when a collection referenced within ReassignAllocations did not add up to 100%.
However under V11, the same scenario now results in the following System Error:

The issue can be reproduced at will with the following steps:
This occurred on 38 policies in our Small Volume test. Processing the pending MergerAllocationChangeForPolicy on any of the policies listed in attached document should recreate the problem.
