NO_RATED_QUANTITY Error In Usage With Multi Tier FUP Policy Specification (Doc ID 2818193.1)

Goal

-> One Creates the Policy with Multi tier and attaches to usage discount as follows
        -5Gb to -2.5Gb (300MB Speed)
        -2.5 to -1.5 (1mbps)
        -1.5 to - 0kb (512kbps)
-> While using 10kb rounding up.
-> When customer reach the balance to 1610618880 (1.50001GB) bytes and the tier policy 1610612736 bytes.
-> There the difference of 6.5KB and having rounding at 10kb, which made system to go through the no rated quantity error and failed to go to next tier.
