"Invalid request / Error while processing request" Errors Attempting to View OFSAA System Configuration Screen

Symptoms
On AAI 8.1.1.1, When Navigating to System Configuration --> Configure System configuration, the screen is not coming up.
The SMSService.log shows the following error:
ERROR
Exception while trying to decrypt string Given final block not properly padded
The User Interface (UI) screen shows the following error:
Invalid request / Error while processing request
Please contact your System Administrator for more information.
All the other AAI screens are working fine. This instance was created by cloning the OFSAA 802 environment and from there upgrading to OFSAA 811. The encryption key was copied from the source instance.
The issue can be reproduced at will with the following steps:
1. Navigate to System Configuration --> Configure System Configuration
