Duplicate responses received with stress test of swift and fedwire mixed messages

Symptoms
While parsing Swift or Fedwire messages (around 100 to 800 ) mixed messages in the queue, the responses are duplicated for some of the input messages.
The response which is with below error is not being answered in the queue and there are duplicate responses in the Queue for each input

Steps to Reproduce Problem
1) post more than 800+ payments to the JMS queue with combination of swift and Fedwire messages with invalid messages (not in proper structure format)
2) cross check the responses in the Hold queue
3) check the reconciliation for the responses.
