Swift MT700 fails with invalid format error for 41 D tag (Doc ID 2819912.1)

Symptoms

MT700 is failing with below format error for 41 A/D tag.

Error in rti-server.log

:41D:XXX YYYY ZZZZZ
BY PAYMENT
[sourceEntityListener-3] aai - Matched Pattern : null
[ERROR][sourceEntityListener-3] aai - com.oracle.ofss.sanctions.preProcess.rawMesssageTransformer.RawMessageTransformer
Exception occurred while parsing Raw Message in method doTransform with
Message = Tag Name : Code Invalid Format , Format should be 14x, Value : is not matching
com.oracle.ofss.parser.swift.exceptions.SwiftServiceException: Tag Name :Code Invalid Format , Format should be 14x, Value : is not matching

Steps to Reproduce Problem

1) post any MT700 message with 41 A/D tag
2) check the rti-sever.log
