Symptoms

Batch rerating finishes with error "oracle.communication.brm.charging.balance.BalanceException: Credit Ceiling Breached." after batch rerating executed for account with grants and usage
rated.

Scenario grants + usage (FAILED):
1) Create account with "Empty Package"
2) Purchase bundle "Rerating Test Usage"
3) Purchase bundle "Rerating Test Grant 1"
4) Rate usage
4) Run batch rerating

If only bundle with grants is purchased or only usage is rated then rerating finishes with success.

Scenario with usage only (SUCCESS):
1) Create account with "Empty Package"
2) Purchase bundle "Rerating Test Usage"
3) Rate usage
4) Run batch rerating

Scenario with grants only (SUCCESS):
1) Create account with "Empty Package"
2) Purchase bundle "Rerating Test Usage"
3) Rate usage
4) Run batch rerating

BRM and ECE logs from all three scenarios executions attached.
The same results were observed during rerating by opcode.
