Symptoms

Attachment and comment is not working when the V_ASSIGNEE_USER is different

Steps to reproduce :

Step 1 : Login to TFANALYST

Step 2 : Open alerts in alerts summary section 

Step 3 : check for alerts which are assigned to other user 

Step 4 : Try to attach and comment on it and save.

Expected result :

Attachment and comment must be allowed for alert which are assigned to other users.

Actual result :

Attachment and comment are not allowed for alert which are assigned to other users.
