ACTUAL BEHAVIOR
---------------
Dynamic Data Set (DDS) Data Elements (DEs) do not filter when the DEs are on the Cost Attribute Form. Users enter a value in the first DE, and the second DE does not filter based off of the value in the first DE.
EXPECTED BEHAVIOR
-----------------------
Dynamic Data Set DEs should filter when on the Cost Attribute Form.
Note: This issue happens only when DEs are on the Cost Attribute Form.
