numberDataImport Tool Fails With "Error retrieving ACS Customer" (Doc ID 2821209.1)

Symptoms

The numberDataImport tool enables customers to create and update table lookup datasets from a comma separated value (CSV) file.  
Any number of table lookup datasets can be created. Each table lookup dataset contains a group of related codes and prefix mappings. For example, a table lookup dataset for a specific geographic area or suburb.

In the current scenario, the error "Error retrieving ACS Customer <ACS_CUSTOMER>" is reported when running the tool using ACS_ADMIN database account:
numberDataImport -u acs_admin/$PWD@SMF -s <DATA_SET_NAME> -a <ACS_CUSTOMER> -i <FILE_NAME>

When the tool is executed using another database account (SMF), the tool fails with error:
"User does not have permission to use the import tool."
