Incorrect Conflict Check Error Messages Are Displayed In Promotion Component (Doc ID 2821420.1)

Symptoms

Incorrect conflict check error messages are displayed in promotion component. In some specific scenarios, when a promotion component has conflict check errors and the user checks the error messages in RPM application, additional error messages from regular price changes are displayed that have no relationship whatsoever with the promotion. This happens when we have price changes with conflict check errors and price_change_id equal to promo_dtl_id and conflict check errors in the promotion detail in question. The issue only occurs when validating conflict check errors in the promotion component screen, because when validating at the promotion detail screen the shown errors are correct. Also playing a part in this e the fact that RPM purge is not configured (not executing), so old information from price changes remains in the system.

Steps to reproduce:
-------------------
1. Create a promotion (any item and location) making sure it stays in error in conflict checking (any CC error).
2. Insert a new record in RPM_CON_CHECK_ERR, RPM_CON_CHECK_ERR_DETAIL and RPM_PRICE_CHANGE using for these records a price_change_id equal to the promotion_detail with conflict check errors in previous step.
3. Validate the conflict check errors for the promotion created, in RPM promotion component screen, clicking the binoculars icon and verify that, besides the promotion CC error, it also displays the CC error from the price_change.
