Memory Based Snapshot and Memory Based Planner (64-bit Only) Failed With FDPCLS Failed Due To ORA-01012: Not Logged On (Doc ID 2821911.1)

Symptoms

On : 12.1.3.9.2 version, Memory Based Planner in Production Instance

When attempting to run an ASCP plan, Memory Based Snapshot 64 bit Linux the following error occurs.

ERROR
-----------------------
APP-MRP-22130: Cannot connect to database
Cause: The current routine cannot connect to the database.
Action: Contact your system administrator or customer support representative.

Concurrent program returned no reason for failure.
ORACLE error 1012 in FDPCLS

Cause: FDPCLS failed due to ORA-01012: not logged on.

The SQL statement being executed at the time of the error was: and was executed from the file .
/fh01/EBU1PA/apps/apps_st/appl/msc/12.0.0/bin/MSCNPL64.exe
Program exited with status 1


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter the application.
2. Run ASCP plan.
3. See that the plan fails with above error.
