Sugg Order Date and Sugg Start Date The Same Even Though Item Has Preprocessing Lead Time

Goal
When an item has a Preprocessing Lead Time of 1 day, why does the Supply Chain Workbench show the Sugg Order Date offset from the Sugg Start Date by this lead time in some cases, but not in others?
For example, 2 planned orders are suggested with the following dates:
| Sugg Order Date | Sugg Start Date |
| 24-JAN-2022 00:00:00 | 25-JAN-2022 00:00:00 |
But later in the plan, there are 2 planned orders with these dates:
| Sugg Order Date | Sugg Start Date |
| 12-AUG-2022 00:00:00 | 12-AUG-2022 00:00:00 |
