Multispeak AMR Adapter Does Not Throw Error Response When Sending Invalid Meter Number (Doc ID 2822903.1)

If you send a ping request with invalid meter number to the Multispeak AMR adapter, the response message does not give any indication that the meter number was bad.
The response should have some indication that the meter was invalid

The issue can be reproduced at will with the following steps:
1. Submit ODEventNotification request to MultiSpeak adapter with an invalid meter number.
2. The response message does not have any indication that there was a problem.
