Symptoms
ACTUAL BEHAVIOR

Layouts with "Table, Font and Row" set are not migrated when upgrading P6
EXPECTED BEHAVIOR
-----------------------
The row height changes should be kept after upgrade.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log-in P6 client, Open a project.
2. Increase the row height by drop the board of cell
3. Save the layout as global layout and save the layout as a new user layout.
4. Upgrade P6 and database
5. Log-in P6 client, Open the project
6. In Activity window, open the global layout, the row height change reverts.
7. In Activity window, open the user layout, the row height change keeps.
