Withdrawn Licenses Appearing for Manually Scheduled Reports (Doc ID 2823847.1)

Withdrawn Product Licences appear are available for selection when Manually Scheduling Reports.

For example if license was withdrawn on 12-OCT-2021.

User then creates a new case after this date,  for example created 16-NOV-2021  when they manually schedule a report on this case, the withdrawn license is showing in the list for selection.

Is this the expected behaviour ?
