Error "Attribute Spec not found, both Internal ID and Name does not match" While Importing (Doc ID 2823853.1)

Scenario:

Customer is trying to import the the pricing xml taken from another source environment (12 Patch Set 3) using Import Export Pricing utility in to the target environment (12 Patch Set 4)
The command returns a validation error "Attribute Spec not found..."
The error refers to the rules of the rate plan selector but in the source environment, there was no problem loading them, even without -ignoreID
The target environment is a new installation of Pricing Design Center (PDC) and all metadata and config has been loaded
