RMS Base Process Is Not Posting The Cost Variance For The Negative Inventory (Doc ID 2823905.1)

While performing the cost change for the warehouse having negative inventory ,cost variance is not getting posted for the same.

Steps To Recreate:

1. Maintain multiple virtual warehouses for a single physical warehouse.
2. ITEM_LOC_SOH should contain negative stock on hand for one of the virtual warehouses of a physical warehouse and all other virtual warehouses under that physical warehouse with positive stock on hand.
3. Perform a cost change and notice TRAN_CODE 70 not getting posted in TRAN_DATA  for the virtual warehouse for which the STOCK_ON_HAND is negative.
