ACTUAL BEHAVIOR

Spawning using Parent Allocations incorrectly includes TypeCode 99 records. When spawning a Child Activity from a Parent Activity using Parent, V11 is passing different records than V10. It appears V11 is incorrectly including the TypeCode 99 records from the Parent activity and spawning them as TypeCode 03 records in the Child activity.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to a policy
2. Recycle an InitialPremium
3. Process all activities up to and through the first SDCATransfer on 10/2/2002
4. The data in AsAllocation for the ACTIVE SDCATransfer on 10/2/2002 is identical in V10 and V11:
5. The data in AsAllocation for the PENDING SDCATransfer on 11/2/2002 is different in V10 and V11:
