D1-AMCS fails when there are multiple new dimension values with same value as previous (SP Char)

When aggregating an MC set at EQ we were getting a unique constraint error on insert into GTT1.
Some investigation showed that the unique constraint was because the same measuring component start and end date is returned when you have two of your dimensions (or more, presumably) with two chars in the aggregation window, where both have the same effective date AND the same value as the previous char.

For example, had an aggregation window of 13/12/2020 - 20/12/2020 where had an existing SP Char with effective date < 13/12/2020 of type EDLF and value = "GELL" and another SP char of type ENMITNI and value = "QTBC" with another effective date < 13/12/2020. Then we also had both chars again, with an effective date of 18/12/2020 and both with the same type and value. This results in two identical inserts into GTT1, and effectively the aggregation fails because that unique constraint stops anything from being inserted into GTT1.
