ACTUAL BEHAVIOR

When upgrading from V10.2.0.39 to V11.3.1.0, a few new DB Tables are introduced to support Client History (AsClientHistory,AsClientHistoryDetail) and Role History (AsPolicyRoleHistory, AsPolicyRoleHistoryDetail).
After running the V11 Upgrade Utility, no data is populated in these new tables.
As a result, the UI in V11 does not display any previously existing Client History or Role History.
EXPECTED BEHAVIOR

Business would expect the V11 Upgrade Utility to handle this conversion.

The issue can be reproduced at will with the following steps:
1. Perform an upgrade from V10.2.0.39 to V11.3.1.0.
