Activities Remain In Pending Status Even After Spawn/Sequence Activities Are Processed Successfully (Doc ID 2824209.1)

Symptoms

On : 11.2.4.3 version, General

ACTUAL BEHAVIOR
---------------
Activities remain in Pending Status even after Child Activities are successfully processed and in Active Status.
Parent Activities being Pending is causing issues where future Activities cannot be processed due to sequence errors.
Parent Activities remaining in Pending Status and ActivityGMT, ActiveFrom, XMLData columns are null.

Note that this is not happening on all Policies and not happening on all Activities as well.
Similar activities are processed successfully.
No pattern of failure is established yet.
Logs does not show any error or exception.

Occurrences of failure occurred on following Activities:
 1. UpdatePolicyStatus
 2. ScheduleBillingMethodChange
 3. FinalAction
 4. PremiumLock


EXPECTED BEHAVIOR

Parent Activity should be in Active Status when Child Activities (spawn/sequenced) Activities are successfully.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add an Activity which spawns/sequenced Child Activities.
2. Process Parent Activity.
3. Spawned Activities are successful and moved to Active Status.
4. Parent Activity remains in Pending Status.
