Merch Hierarchy Defaults can be deleted using Item Master Upload Spreadsheet functionality

Merch Hierarchy Defaults should not be allowed to be deleted using Item Master Upload Spreadsheet functionality

The issue can be reproduced at will with the following steps:

1. Setup an Season and Phases to be mandatory for a Department using the Merchandise Hierarchy Default functionality in RMS.
2. Create a couple of items that have season and phases for the Department that has Seasons and Phases as mandatory (should be highlighted with a red icon on more actions).
3. Go to items and click Download the item from RMS
4. Search for the items you have created and download it in the spreadsheet.
5. Go to the Item Seasons tab and change the actions to Delete on all the item seasons for the items.
6. Save the spreadsheet.
7. Upload the spreadsheet through the upload items from file in the items menu.
8. Open the Data Loading Status, and you will see the file was uploaded successfully. *at the point, I was expecting some sort of partially uploading with an Error kind of message where it would then outline that the user cannot delete the items seasons information as it is mandatory in the Merch Hierarchy; however, this was not the case and the item seasons was removed without error.
