Symptoms

Oracle Utilities Network Management System Discovery is Failing
Running NMS Software 2.4.0.1.12 and the Application Management Pack version (AMP) 13.3.2

In the Oracle Enterprise Manager (OEM) all targets other that NMS have been discovered and are monitoring correctly.  The discovery of the NMS installation is not working.
