Multiple Charge Period Rate Configurations Are Not Considered for a Call (Doc ID 2825612.1)

Symptoms

On Oracle Communications Network Charging and Control (OC-NCC/NCC) 12.0.4.0.0 version, consider a rating scenario of a VOICE-MO roaming call when a multi-tariff CLI-DN is used, having two tariffs configured as bellow:
 0-1 secs - 100 smalls per minute
 1-(no limit) - 3100 smalls per minute
 
The following warning is logged in beVWARS debug covering reproduction of the above scenario, immediately after multi-tariff CLI-DN is identified with two tiers:

COSTS field of the cdr is 100 for a charged duration of 60 seconds, which demonstrates only 1st tier tariff is considered.
