Missing Project And Global Activity Filters and Views After Converting From 16.1 to 20.12.5 (Doc ID 2826405.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After converting 16.1 to 20.12.5, and using the View Migration Utility,"Standard" Project and Global Activity Filters and Views are missing. After running queries on ViewPref table in 20.12.5 it shows that the views and filters have migrated over and are present in ViewPref table however they are not showing in the Manage View dialog box.
  
EXPECTED BEHAVIOR
-----------------------
All views will migrate to, and be visible in, new version when using the View Migration Utility

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Once the View Migration Tool has been used:

  1. Login to newer version of P6Web
  2. Go to Projects > EPS
  3. Select Views > Manage Views
  4. Notice Views are missing
  5. Close Manage Views box
  6. Open a Project
  7. Go to Activities
  8. Select Views > Manage Views
  9. Notice Views are missing
  10. Close Manage Views box
  11. Go to Filter > Manage Filters
  12. Notice Filters are missing
