Multiple Designs Are Getting Published With Single Product Development (PD) Cloud Number (Doc ID 2826755.1)

Symptoms

Actual Behavior
Single PD part number is assigned to 2 different design on Agile and was Published without any errors.

Expected Behavior
Should not be allowed to have the same part number assigned to 2 different design on Agile

Steps:
1. Create 1 Part object and 1 Document object.
2. Add the Part object in structure tab of Document object.
3. Keep the PD number same on both the objects.
4. Create DFCO and add both the object and publish.
5. Open DFCO, and go to Publish Workspace tab. See Designs with Design Number {number}.SLDASM and {number}.SLDDRW added with same Item Number {number}
