Users Created After Upgrade To 9.3.6 Cannot Checkout Attachments (Doc ID 2826800.1)

Symptoms

Users created after upgrade from 9.3.3 to 9.3.6 cannot checkout attachments.  Users created before the upgrade are able to checkout attachments without any issues. 
If file_upload_mode = 1 in the table AGILEUSER for the problematic users (they all have 2 in this field), the checkout works as expected.
Another workaround is to create new accounts basing on the old, with the use of "Save As".

EXPECTED BEHAVIOR
Expect user accounts created in Agile after 9.3.6 Upgrade to check out attachments

The issue can be reproduced at will with the following steps:
1. Upgrade to Agile 9.3.6
2. Create user ids in Agile
3. Login to Web Client with the new user id
4. Locate Attachment and check out attachment file but the Check Out indicator "Check Mark" is not displayed but document does open
