File Watcher Triggers Reloads for Files with unchanged Timestamp

Symptoms
On Oracle Life Sciences Data Management Workbench (DMW) 2.5.2 version,
ACTUAL BEHAVIOR
------------------
A SAS dataset archived in ZIP format was detected on 17-Nov-2021 10:29:29 and loaded on 17-Nov-2021 10:30:29 AM.
After a maintenance window, the same file was again detected on 20-Nov-2021 04:05:35 AM and loaded on 20-Nov-2021 04:07:37 AM, even its timestamp was not changed.
EXPECTED BEHAVIOR

It would be expected that the file to be detected and loaded only once.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Login to DMW.
2. Select study in Production lifecycle that has an associated File Watcher configured.
3. Go to Data load tab, and view full history.
