ECM Common Parameters Does Not Display All Values (Doc ID 2827733.1)

When searching for the parameter 'Base Time Zone' in the 'Manage Common Parameters' Section, we realized that a lot of parameters are missing in the drop down.

The English version of the Parameter Category 'UI Display', only shows Alert Management values in the 'Parameter Name' section. ('Base Time Zone' is one amongst many Missing parameter names)

The Spanish version shows all of the ECM parameters correctly. (Zona horaria Base, is the parameter we require in English)
