The InForm data load failed with an error that there was another load in an executing state : "FAILURE: Data Load Already Executing", but we don't see any other job affecting this load?

Snippet below from the failing job log :

Execution Status : Pendinglogon :: Job Status: Pending :: 12-01-2021 22:38:30

The system has detected a data load already in progress for this data model and lifecycle. The current job will end without doing any processing or loading.

Checking the logs we see that the failed job and the nearest successful job were submitted just 30 seconds apart : 12-01-2021 22:38:30 (failed) and 12-01-2021 22:39:02 (success). So why isn't the later starting job the one that fails?
