InForm data load failure with the error : "FAILURE: Data Load Already Executing" (Doc ID 2827958.1)

The InForm data load failed with an error that there was another load in an executing state : "FAILURE: Data Load Already Executing", but we don't see any other job affecting this load?

Snippet below from the failing job log :

Execution Status : Pendinglogon :: Job Status: Pending :: 12-01-2021 22:38:30

FAILURE: Data Load Already Executing
The system has detected a data load already in progress for this data model and lifecycle. The current job will end without doing any processing or loading.

Execution Status : Failed :: Job Status: Failure :: 12-01-2021 22:42:23


Snippet below from the job log at the closest time to the failed job :

Execution Status : Initializing :: Job Status: Pending :: 12-01-2021 22:39:02

***************SERIALIZATION PHASE STARTED**************

Execution Status : Serializing :: Job Status: Started :: 12-01-2021 22:41:30

Finished post-processing. Elapsed time 00:00:00 :: 12-01-2021 22:45:10



Checking the logs we see that the failed job and the nearest successful job were submitted just 30 seconds apart : 12-01-2021 22:38:30 (failed) and 12-01-2021 22:39:02 (success). So why isn't the later starting job the one that fails?
