Receive 'HTTP Status 500 - Internal Server Error' On Home Page After Upgrade To OIPA V11.3.1.2 (Doc ID 2828040.1)

Symptoms

On : 11.3.1.2 version, General

After using the Patch: 33374524 - UPGRADEUTILITY FOR 11.3.1.0 to upgrade the environment from v11.2.0.19 => v11.3.1.2,
when the users access the OIPA Application Home Page, the following message is reported:


ERROR

HTTP Status 500 - Internal Server Error
Message d'erreur: Failure.NodataFound


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download and install the OIPA Utility Patch: 33374524 - UPGRADEUTILITY FOR 11.3.1.0.
2. Upgrade from OIPA v11.2.0.19 to v11.3.1.2.
3. Login to OIPA home page.
4. Experience a "HTTP Status 500" error at the OIPA home page.
