CopySafetyDocumentCommand safety_doc_command Action Parameter Sometimes Updates Source Document (Doc ID 2828310.1)

Symptoms

The CopySafetyDocumentCommand has a safety_doc_command_action parameter that is used in the new safety document to carry out actions.  
This seems to be getting called in the source document rather than the destination document when the CopySafetyDocumentCommand is called from the
Standalone Safety Document.  
It seems to work fine when called from the New Safety Document dialog.


Expected
The action assigned to safety_doc_command_action would be called in the destination, copied, document rather than the source document.  
The source document should not be updated.
