Occas Parsing Record-Route With Escape Charactor Caused Invalid Address Problem (Doc ID 2828427.1)

Symptoms

Occas Parsing failed, invalid address Problem. According to thrown Exception, issue is in the Record-Route Sip header in Invite coming to Occas. The difference with the Invite in the working case and the non working case, is the special character difference (previously 20%, now %2C).
