EBS-PS: PS Logs Displays an Error Message "Duration Cannot Be Negative" For Operations in Closed Status (Doc ID 2828485.1)

Symptoms

When attempting to launch and open PS, the following error occurs for an operation in a routing with closed status and doesn't create any routing and operation for the corresponding work order

Error:
The Duration for Resource xyz in Operation ABC was not correctly specified. Duration cannot be negative. Routing RTG cannot be created because operation ABC is not defined.

The issue can be reproduced at will with the following steps:
1. Create a work order for an item with a 1 step operation in the routing and set the operation to closed status
2. Run collections and launch PS Plan
3. Open PS model from the workbench and observe the above error in the PS log.
