DIAMETER_CREDIT_LIMIT_REACHED Is Coming Instead of Redirection URL (Doc ID 2828653.1)

Symptoms

On: 11.3.0.9.0 version, Diameter Gateway

There is a very strange behavior in Elastic Charging Engine (ECE) Diameter Gateway (DGW) that the DIAMETER_CREDIT_LIMIT_REACHED is coming instead of redirection URL.

STEPS
-----------------------
1. Configure ECE with for redirection URL while final unit indicator will be sent.
2. Start an online session, consume the complete data bucket, check if the Final Unit Indication (FUI) has reached and the redirection Uniform Resource Locator (URL) is getting generated or not.
    Once it is generated, terminate the session.
3. Start another session for the same account, once you get the redirection URL, then send another Credit Control Request-Update (CCR-U) with Used-Service-Units (USU) = 0.
    You will see DGW is sending DIAMETER_CREDIT_LIMIT_REACHED instead of redirection URL.

This issue is not very major but this is polluting the monitoring logs with 4012 (DIAMETER_CREDIT_LIMIT_REACHED) errors.
