Failed to process amendment com.mslv.oms.OMSException: Error propagating parameter changes

The customer has a custom COM Cartirdge and has enabled the Amendment, Upon changing the Serial_Number under the CharacteristicValues from FFDD20210812006 to FF20210812006 they have the below error and the data is not updated.
