Users Cannot Install RMS In Silent Mode

Symptoms
When users tries to install RMS 15.0.3 application layer from scratch in silent mode:
./install.sh silent
The display is currently set and I can open xclock. However, I'm getting the error
"ERROR: DISPLAY must be set"
